Is WhatsApp automation allowed?
It depends on which WhatsApp you mean. On a regular account, WhatsApp's Terms of Service prohibit bulk messaging, auto-messaging and non-personal use unless WhatsApp has authorised it. On the WhatsApp Business Platform, automated replies are allowed within limits. Here are the rules, quoted.
Regular WhatsApp accounts
WhatsApp's Terms of Service (effective January 4, 2021) say you will not use the Services in ways that "involve sending illegal or impermissible communications such as bulk messaging, auto-messaging, auto-dialing, and the like" or "involve any non-personal use of our Services unless otherwise authorized by us." They also bar creating accounts "through unauthorized or automated means."
The WhatsApp Business Platform
The WhatsApp Business Messaging Policy (last updated September 23, 2026) says:
- You may contact people only if they gave you their number and opted in.
- You must respect all opt-out requests.
- On the Business Platform, conversations start only with approved Message Templates.
- Automated replies are allowed within the 24-hour customer service window if you offer "prompt, clear, and direct escalation paths" to a person.
What happens if you break the rules
WhatsApp says bulk or automated messaging has "always been a violation of our Terms of Service." It bans accounts using machine-learning classifiers and takes legal action against people and companies it links to such abuse, including on the basis of public claims. Under its Messaging Guidelines, actions include warnings and temporary or permanent account suspension.
A note on receiving lots of messages
WhatsApp's help centre notes that "receiving many messages at once will not result in an account ban." The rules are about how you send, not how many people write to you.
Where Spaces fits
Spaces connects your own WhatsApp account by QR code so an AI agent can read and reply. Read the caveat box above. If you use it, lead with conversations customers start, get opt-in before messaging anyone first, stop when asked, and never send bulk or cold messages.
